How does a Dutch higher-education residence permit work?

1. Check course and sponsor
This route covers full-time Dutch university or higher professional education. You need provisional or final enrolment, an NVAO- or EQAR-accredited programme and an IND-recognised sponsoring institution. General IND requirements and sufficient funds also apply. Vocational study, exchanges and EU residence are not automatically the same route. A preparatory period, for example language or pre-master study, usually one year, may count; the institution then assesses admission.
2. Prove sufficient funds
Prove resources for twelve months, excluding tuition; check IND's annually changing study amount. Each academic year the institution requests evidence and your income declaration. Options include freely available personal savings, a deposit with the institution, scholarship, company or financial supporter in or outside the Netherlands. Evidence differs: personal bank evidence is no older than three months; scholarship proof states amount and period; supporters need a support declaration and identity/income or bank evidence. A Dutch supporter must prove independent, sustainable and sufficient income. Follow the complete IND list; a promised student job is not a substitute.
3. Let the institution apply
Only the educational institution submits this study application and arranges the residence fee. Request its document list and filing confirmation; the official route includes form 7004. If required, it requests MVV and residence together; have the MVV requirement or exemption checked. Official foreign documents may need legalisation and translation into Dutch, English, French or German. Tuition, living costs and residence fees are separate.
4. Follow decision and arrival
The decision period is 60 days; IND can extend it and notify the institution. Follow Mijn IND and answer requests. The decision goes to the institution; if refused, promptly check objection and deadline. For an MVV, make a sticker appointment within three months after the decision; the passport must remain valid for six months at placement and the MVV lasts 90 days. Collect the card by appointment after notification. Complete any promised TB screening at GGD within three months after the permit is granted.
5. Maintain study progress
You must obtain at least 50% of the credits each academic year. The institution assesses progress and whether insufficient results have a valid reason under education rules. Discuss illness or personal circumstances early and keep evidence. Without an accepted valid reason it must report insufficient progress to IND, which then assesses residence eligibility. Poor results do not mean a staff member automatically cancels your card on the spot. An unsuccessful preparatory period leads to deregistration by the institution.
6. Observe work restrictions
For paid employment the employer needs a TWV. Choose at most 16 hours weekly or full-time in June, July and August; this is not unrestricted combined employment. Genuine self-employment requires no TWV or this hours limit, but study conditions remain, KVK registration and tax are required, and Dutch health insurance may be needed. An internship forming part of the course is possible without TWV. Assess the real working arrangement; calling a job freelance does not make it self-employment.
7. Arrange transfer or study abroad
Changing to another IND-recognised institution needs no new permit, but both you and the new institution must notify IND. EU mobility allows up to 360 days of study in other EU countries under a suitable mobility programme or institutional agreement; an internship alone is excluded. The Dutch institution notifies IND in time. Outside this arrangement, study including internship abroad may last up to twelve consecutive months with sufficient progress. Also check the host country's admission rules.
8. Plan next steps and family
The permit normally lasts three months beyond the course including preparation, at most five years and only while conditions hold. Arrange extension through the recognised sponsor or explore orientation year, highly skilled work or start-up after graduation. You have an information duty; the institution also recordkeeping and care duties. It may assist family applications, preferably together when travelling together, but you remain responsible for their lawful stay. Family conditions still apply; dependants under this student-family route cannot work and have the stated integration exemptions, without automatic admission. For these family members an MVV does not require the basic civic integration exam abroad, and no integration course in the Netherlands is required.
Can I work unlimited hours as an employee?
No. Your employer needs a TWV and you choose at most 16 hours weekly or full-time in June, July and August. Genuine self-employment and course internships have different rules; study conditions continue.
