Can I get Dutch childcare benefit as a self-employed person?
What would you like help with?
Detailed explanation, checklist and sources
Yes, self-employed people and freelancers can qualify for Dutch kinderopvangtoeslag. A permanent job is not required. Your work, benefit partner, assessment income and registered paid childcare matter; business registration alone is not sufficient evidence.

1. Check work and household conditions
You must be able to demonstrate your activities and hours worked during the period claimed. This concerns work earning income that is subject to tax. Any toeslagpartner must also meet the work condition or an applicable exception, such as recognised education. Check residence, immigration and child-maintenance conditions too; shared parenting or living or working abroad requires a separate check.
2. Check childcare and payment
Check the LRK registration number and childcare agreement. You must contribute to the costs yourself: free childcare does not qualify. Keep invoices and bank evidence for the full costs, including your contribution. Dienst Toeslagen requires payment within six months after the childcare year ends. Normally you and your child live and are registered at the same address; shared-parenting rules differ.
3. Estimate the correct annual income
Provide estimated toetsingsinkomen for the entire year, not just turnover or money withdrawn for personal use. If you file a tax return, this is the aggregate taxable income, which may include deductions and other income. Include your benefit partner's assessment income. Revise estimates when figures change and obtain help with uncertainty. A higher estimate does not guarantee that no repayment will arise.
4. Track childcare hours separately
For each child and provider, track contracted monthly hours, hourly price and changes. Benefit covers at most 230 childcare hours per child per month; this does not promise reimbursement of all declared costs. Fluctuating business hours are not the same as invoiced childcare hours. Use our existing childcare-hours guidance for reporting changes and retain the contract and monthly figures.
5. Apply promptly in Mijn toeslagen
Apply yourself through Mijn toeslagen once the contract is signed and your child is born and has a BSN. Apply as soon as possible. For a first application in October, the benefit normally cannot start before 1 July; the other eligibility conditions still apply. For another child starting childcare, report a change instead. Prepare the LRK number, hours, price and annual incomes and keep confirmation. This checklist sends nothing and does not replace the application.
6. Report stopping work or other changes
A short holiday is different from closing your business. After stopping work, three more months of benefit may apply subject to conditions, with unused hours potentially relevant; report the change and check the official follow-up. During illness, continuation for up to two years may apply if incapacity is evidenced and the business continues. Benefit can continue while receiving ZEZ. Use our help-request route for uncertainty; this information does not determine individual entitlement.
Is turnover the same as assessment income?
No. Turnover, profit alone or personal withdrawals are not safe substitutes for toetsingsinkomen. Estimate annual income under the benefit rules, include your partner and update changes. Have uncertain deductions or other income checked.
