How do I apply for Dutch special assistance for necessary extra costs?

Apply for bijzondere bijstand through your municipality, preferably before incurring the costs. It assesses necessity, exceptional circumstances and your financial means. Low income alone does not guarantee reimbursement: local rules and the type of expense matter.

Your next step on the official website

Prepare here, then go to the appropriate authority.

This official route starts with Dutch guidance.

How to proceed

  1. Before incurring or paying costs, ask your municipality which application route applies. Prepare a quotation, explanation of need and financial information.
  2. Use the municipal form and keep the acknowledgement. If urgent or you cannot apply digitally, ask the municipality immediately what support is available.

After signing in or opening a further form, you may encounter Dutch text. The official link opens in a new tab. Keep this guidance beside the form.

1. Identify the expense

Dutch bijzondere bijstand concerns demonstrable necessary extra costs arising from exceptional circumstances, not a general top-up for ordinary groceries or rent. Explain each expense, why it is necessary and whether it can wait. The municipality assesses your individual situation. A quotation or low income alone does not establish entitlement.

2. Check means and other funding

Check lawful residence in the Netherlands, age eighteen or over, and insufficient income and assets to pay these costs yourself. Include any partner's resources. First investigate other schemes or insurance. No income percentage automatically creates entitlement in every municipality; ask about its assessment of your contribution and any reimbursement limits.

3. Ask before incurring costs

Normally apply before incurring or paying costs. If you have already committed to an expense or it is urgent, contact the municipality immediately and give the dates. Retrospective payment is not automatic. Utrecht allows one month afterwards in certain urgent cases; Rotterdam has different exceptions. These examples do not automatically apply to your municipality or expense.

4. Prepare relevant evidence

Collect a quotation or invoice, evidence of necessity, income and assets, and information about other potential funding. List missing documents and when you can provide them. The municipal form specifies the evidence required. Send bank statements or medical documents only through the designated secure channel; this preparation does not require uploading them.

5. Submit the municipal application

On your municipality's official website, choose the special-assistance application for the correct expense. Use its form or ask about paper or assisted alternatives if online filing is difficult. Keep the receipt. A decision normally follows within eight weeks; an incomplete application can extend this period. Track any request for further information and its deadline.

6. Check the decision and deadlines

Check whether the award is a grant or repayable loan, the amount and conditions. If refused or disputed, immediately check the objection notice: these municipal decisions normally have a six-week objection period. Use our own help-request route for uncertainty or urgency. Saving a checklist or requesting help is not a municipal application and does not monitor deadlines.

7. Ask about the child support package

Low-income families with children under 18 can also ask about a municipal child package, such as clothing vouchers or swimming lessons. This is not a fixed national amount or automatic special assistance. Reimbursement cannot exceed the claimed cost; a municipal cap or reference price may be lower. Ask which scheme, evidence and local conditions apply.

Can I apply only after buying something?

Normally apply before incurring the cost. If you already incurred it, immediately ask your municipality which exception could apply and explain the dates. An exception elsewhere does not prove that your expense will be reimbursed.
