Do I need an environmental permit for my building work?
What would you like help with?
Detailed explanation, checklist and sources
It depends on both your work and its location. Use the official Dutch Vergunningcheck with the full plan. Calling something a dormer or extension does not by itself make it permit-free.

1. Describe the plan and location precisely
Collect the address or location, drawings, dimensions and existing situation. Note front or rear position, exposure to public space and possible heritage status. Include associated work such as demolition or tree removal. A neighbour’s earlier project does not prove your plan is allowed.
2. Start the official permit check
Open Vergunningcheck in Omgevingsloket, select the correct location and every activity you will actually undertake. Use Regels op de kaart to inspect the environmental plan where needed. This local preparation submits nothing and grants no permit.
3. Answer all relevant questions
Answer using the drawings and facts of your project. Obtain missing information; an unknown answer is not permission. Different dimensions, positioning or construction can change the outcome. Ask the indicated authority about unclear terms or an incomplete check.
4. Separate technical and spatial rules
Building work has separate technical and spatial aspects. Exemption for the technical aspect does not automatically exempt the spatial one. Dormers involve location and heritage; extensions also involve dimensions, site area and local rules. Permit-free work must still meet applicable building standards.
5. Save and follow the full action list
Download the result PDF, including questions and answers. Read every action: apply for a permit, notify, provide information, contact an authority or complete missing details. The result creates no enforceable rights. Ask the municipality or water authority about doubts using your plan and result; a check is not a granted permit. If the result prohibits an activity, do not start that work. When all activities are prohibited, there may be no action list; that does not mean permission.
6. Check other rights before starting
Also check ownership, neighbour law and any landlord or owners’ association consent. Public-law exemption does not replace those checks. Before work starts, verify required approvals, notifications and time limits. Repeat the appropriate check if the plan changes. Use our help request for a legal dispute about a decision or neighbour rights.

7. Dormer or extension: which details should I check?
Dormer — draw the roof plane and every clearance. A genuine dormer is exempt from the technical-building permit requirement; a roof-level extension is different. The national spatial exemption for a rear roof plane or a side plane not facing publicly accessible space requires all of these: flat roof; maximum 1.75 m height from the dormer base; bottom more than 0.5 m and less than 1 m above the eaves; top more than 0.5 m below the ridge; sides more than 0.5 m from the roof-plane edges. Exactly 0.5 m does not meet “more than”. Check exceptions too. Listed and provisionally protected monuments and certain roof planes within nationally protected town/village conservation areas restrict the exemption. An unlawfully built or used structure cannot simply benefit from it. A front plane or side facing public space is governed by local environmental-plan rules; neither automatic permission nor an automatic permit requirement follows. Ask the municipality to assess position, heritage status and missing measurements. Extension — draw the original main building, later extensions, all existing outbuildings and boundaries. Record area, height, storeys, roof shape, use, distance from the original building, public space and any cellar or roof terrace. “Below 5 metres” alone does not prove technical exemption. Check other works, such as opening a load-bearing wall, separately. Spatial assessment also depends on the rear-yard definition, total existing development and current local plan. The often-mentioned 4-metre boundary distinguishes height/use rules in the transitional bruidsschat rules, measured from the original main building; it is not general permission for a four-metre extension. Municipalities can change local rules. Use IPLO explanations and drawings to complete the official permit check accurately and obtain municipal clarification of uncertainties. Keep the plan and result. Even without a permit, construction standards, neighbours’ rights and any required landlord/owners’ association consent remain separate issues.

Can I start immediately if one part is permit-free?
Not on that basis alone. Check every activity, the entire action list and other rules and rights. Permit-free does not mean rule-free, and the check result is not a permit decision.
