How do I apply for or replace a Dutch passport?

Detailed explanation, checklist and sources

Apply for your Dutch passport in person at the municipality where you are registered. Renewal means receiving a new document. Before booking, check nationality, required documents, consent for a child and the actual collection date; an urgent application does not guarantee your trip.

1. Choose the correct application route

This guide covers an ordinary Dutch passport for Dutch nationals living in the European Netherlands. Book with your municipality of registration. If you live abroad, use the NetherlandsWorldwide country checklist and a designated application point; not every Dutch municipality can assist. People without a fixed address have a special border-municipality route. Without Dutch nationality, ask about your national passport or the separate conditions for an alien's or refugee passport.

2. Prepare your appointment

Bring all passports and identity cards you hold, including expired ones, and a recognisable colour passport photograph no more than six months old that meets Dutch requirements. Do not use an edited photo. Check payment methods and any additional documents requested locally. You must attend personally, including babies and children. If a disability prevents attendance, discuss the special application arrangements with the municipality beforehand.

3. Arrange consent for a child

A passport applicant under 18 needs consent from those with parental responsibility: both parents if both have it. Follow the municipality's consent procedure and identification requirements. If consent is refused, court permission may be necessary; this is not an immediate solution. A child aged 12 or over may also request substitute permission themselves. Consent to issue a passport is different from consent to travel without the other parent with parental responsibility. Identity cards have different age rules.

4. Check fees and payment

For Dutch nationals resident in the Netherlands, the 2026 maximum fees are €88.65 for applicants aged 18 or over and €67.05 for under-18s. The municipality sets the actual fee; photographs, urgency and delivery may cost extra. Different rates apply to people living abroad or in the Caribbean part of the Kingdom. A passport cannot be extended: you pay for a new document. Check the year of the fee list before paying.

5. Plan collection and any urgent request

Ordinary delivery often takes around five working days, but ask your municipality about both appointment availability and collection: Utrecht, for example, specifies six working days. Identity or nationality checks may take longer. For urgency, confirm the cut-off time, surcharge and collection appointment rather than relying on a general online estimate. An emergency passport from the Royal Netherlands Marechaussee is a separate exceptional route requiring, among other things, evidence that travel cannot be postponed. Timely issue and destination acceptance are not guaranteed.

6. Report loss or theft first

If your passport is lost or stolen in the Netherlands, notify your municipality promptly and make a declaration of loss before applying for a replacement. A police report is not compulsory for this procedure. Some municipalities accept online notification with DigiD. Once reported missing, a document cannot be used if found: hand it in. For loss abroad, follow the separate official consular instructions rather than automatically applying the domestic municipal procedure.

7. Collect and check the document

Follow local instructions for personal collection or available delivery. Follow your municipality’s collection appointment. If you do not collect the document within three months after it is made available for issue, it is permanently withdrawn from circulation. Check your name, date of birth and expiry date. An ordinary passport is valid for ten years for an applicant aged 18 or over and five years for someone under 18. Also check the destination's entry requirements: an unexpired passport alone does not establish permission to enter.

8. Keep your preparation and seek appropriate help

Record the municipality or application point, appointment, age category, required consent, costs and confirmed collection date in your preparation. Keep identity copies private; do not send them unsolicited through our chat. Apply through the official channel: this checklist submits nothing. If consent is missing, nationality is uncertain or an application is refused, ask what is missing and retain the written decision. Our own help request can prepare a legal follow-up, but cannot issue a passport or guarantee departure.

Does booking online count as applying for a passport?

No. Booking reserves an appointment; an ordinary passport application requires your personal attendance and document checks. Your child must attend too. Paid private assistance does not replace the official municipal or consular procedure.
