How do I arrange an RI&E and workplace safety policy as an employer?
What would you like help with?
Detailed explanation, checklist and sources
With staff you must identify risks and implement controls. A completed template alone is insufficient: involve workers, check expert assessment and keep the plan current. This preparation is not a professional assessment or required certification.

1. Identify people and workplaces
List permanent, temporary and hired workers, trainees and all locations. Assess special groups such as volunteers separately. A genuine self-employed person without staff normally has no RI&E duty but still safety rules, particularly dangerous/shared work. Contract labels alone do not decide status; clarify duties for your arrangements.
2. Map risks and actions
Identify actual risks by task/site, including exposure, workload and ventilation. Give each risk a control, responsible person and date in the action plan. Ask workers about actual practices and usable instructions/protection. Prioritise urgent hazards: a planned assessment does not make continued work safe.
3. Check expert assessment
Normally a certified occupational expert must assess the RI&E and plan. Inspectorate exceptions include at most25 workers with a suitable recognised sector tool, paid staff totalling at most40 hours weekly, and exclusively volunteers under the applicable scheme. Exemption from assessment is not exemption from safety or required risk identification. Verify sector fit and recognition when completed.
4. Arrange professional and emergency support
Arrange occupational doctor/service, sickness policy, emergency response and a prevention officer. With at most25 employees the employer may act as prevention officer. Adequate emergency staff and absence cover must fit risks. Offer periodic occupational health assessment; ordinary PAGO participation is voluntary. Consult worker representatives and provide understandable safety instructions.
5. Keep records current and accessible
Workers must be able to inspect the RI&E. Update risks/actions for changed machines, tasks, sites or organisation and check implementation. There is no general statutory validity period such as three years: age alone is not decisive, outdated content is. Record review dates and outstanding actions.
6. Respond properly to inspection
Follow the inspection letter's deadline and official submission route and retain proof. A completeness acknowledgement is not substantive safety certification. Inspectors may warn, require compliance, halt work, fine, impose coercive penalties or report offences. Responding to an intended fine differs from objecting to the final decision, normally within six weeks. Do not ignore a formal demand; obtain advice on available remedies.

Can a worker also be fined?
Yes, for example for not using available mandatory protective equipment. Employers retain their own duties. Follow the letter's response deadline; the described worker procedure gives two weeks to respond to the intended fine.
