Who counts as a co-resident for Dutch rent benefit?
What would you like help with?
Detailed explanation, checklist and sources
Generally everyone registered at the same residential address counts; a benefits partner is not a co-resident and specific exceptions exist. The steps below help you check the data and choose the correct official next step.

1. Identify the benefits message
Generally everyone registered at the same residential address counts; a benefits partner is not a co-resident and specific exceptions exist. This guidance concerns Dutch benefits administered by Dienst Toeslagen. Relevant data differ by benefit and household; this page does not make an individual calculation.
2. Check year, date and data used
Check municipal registration and the first relevant month, then separately test an exception such as recognised subletting or a postal address. Check the date and benefit year in your own message. Only the decision and official route determine whether a response deadline applies. A co-resident normally counts from the first day of the month after registration, or immediately if registered on the first. A registered postal address and subletting may qualify as exceptions. Under the current rule, a hosted refugee from Ukraine with temporary protection does not count as a co-resident until 1 January 2027; from 2027 they do. Check the period and protection status.
3. Compare the message with your records
Compare the data in My benefits with annual statements, rent or childcare records and household registration. Record exactly which item differs.
4. Choose the official next step
Use My benefits, the official form or the contact route for this message. This website sends nothing and changes no benefit.
5. Do not confuse a change with an objection
Changing an ongoing advance is not the same as objecting to a final calculation. A telephone call does not automatically protect an objection deadline.
6. Keep proof and seek help if needed
Keep the message, supporting documents and receipt together. Seek timely help when several years, a large amount or unclear household data are involved.
What should I do first?
Check municipal registration and the first relevant month, then separately test an exception such as recognised subletting or a postal address.
