Can I object to a DUO decision?
What would you like help with?
Detailed explanation, checklist and sources
Yes, if the message is a decision open to objection. Follow the legal-remedies notice and submit the objection to DUO within the stated period. A service complaint does not replace an objection.

1. Check the decision and deadline
This guidance concerns DUO decisions governed by Dutch administrative law. Read the end of the message to see whether objection is possible, where to send it and which date applies. DUO states that the objection must be submitted within six weeks of the date on the message or decision. Keep the sending date and envelope if relevant.
2. Explain what is wrong
For each disputed part, state what is factually or legally wrong and what outcome you request. Separate errors about income, enrolment, residence, debt or payment. A telephone call or complaint about service does not change the decision and does not stop the objection period. Not every payment notice is a decision: a reminder, payment request, previous objection decision or bailiff document cannot be challenged through this objection route. An objection decision has a court appeal route.
3. Include the required details and evidence
DUO asks for the date, name, address, email address, Dutch citizen service number (BSN), the disputed decision, reasons and signature. Add a copy or the date and reference, plus only relevant evidence. Use the official channel in the decision; do not place a BSN or financial records in an ordinary support chat. Use the general objection form, the separate travel-debt or reduced-monthly-payment form, or a signed letter. Post it to Dienst Uitvoering Onderwijs, Afdeling Bezwaar en Beroep, Postbus 50081, 9702 EA Groningen. Write ‘Bezwaarschrift’ on the letter and envelope. Online or email submission is not possible.
4. Continue obligations during the objection
The original decision remains effective until a new decision is made. DUO also says that an objection does not automatically suspend payment. Continue paying and comply with other duties unless DUO or a court decides otherwise in writing. If serious consequences are imminent, promptly ask whether interim relief is appropriate.
5. Prepare for the next procedural step
DUO may contact you or invite you to a hearing. Its official page states a decision period of six weeks after the objection period ends, with a possible extension. Reply to requests for completion and retain receipts. An appeal may be available against the decision on objection; follow the new remedies notice. DUO may extend the decision period once by six weeks; a longer period may apply, for example while awaiting your grounds.
6. Seek additional help in time
If late, do not simply remain silent: explain the reason in the objection and add evidence of the exceptional circumstance. Obtain focused help for ongoing payments, recovery, residence-status checks or a short deadline. A request through this website does not lodge an objection or suspend a deadline. If someone submits on your behalf, include DUO's authorisation unless they are a lawyer, legal-expenses insurer, administrator or curator, or DUO already has valid authorisation.
What structure can I use for my objection?
Draft structure: ‘I object to DUO’s decision dated [date], reference [reference]. I believe [part] is incorrect because [factual reason]. [Evidence] shows [relevant fact]. I ask DUO to [specific outcome].’ Add the required personal details, date and signature through the official channel. Check the decision before sending; this website sends nothing.

For each event, note the date, what happened and where the evidence is kept. Example: 3 October — letter received — correspondence folder.
Describe the solution you would like, such as an explanation of a deduction and repayment of the outstanding amount.
For example: which document is missing, who can provide it and what should I do first?
Record the date and its source. If unknown, note this and check promptly. This tool does not calculate or monitor deadlines.
