How do I apply for a Dutch VOG?

Usually, start with the employer or organisation requesting your Dutch certificate of conduct (VOG). Then use the official digital procedure or your municipality. Justis assesses the application; our checklist is preparation only.

Your next step on the official website

Prepare here, then go to the appropriate authority.

This official route starts with Dutch guidance.

How to proceed

  1. Ask the organisation for the purpose and digital invitation or official form. Check whether a separate self-employed or non-resident route applies to you.
  2. Check the details and complete the official application yourself. If stuck, ask the organisation or Justis for help; our preparation does not replace a VOG application.

After signing in or opening a further form, you may encounter Dutch text. The official link opens in a new tab. Keep this guidance beside the form.

Detailed explanation, checklist and sources

1. Identify who needs the certificate

Ask why the VOG is needed and which position or duties must be assessed. This guidance concerns a VOG for an individual. Legal entities use the separate VOG RP procedure. A VOG is an assessment for a specific purpose, not a general guarantee.

2. Complete the digital application

The organisation prepares the application and Justis sends you a code. Check the details and complete it yourself using DigiD, iDEAL and a valid email address. The standard digital fee is €33.85, checked on 14 October 2026. Volunteers should ask whether their organisation has been admitted to the Regeling Gratis VOG.

3. No DigiD or digital invitation?

If you cannot apply digitally, discuss the paper procedure. Use the requesting organisation's official form and submit it to the municipality where you are registered, with valid identification. The standard fee is €41.35. Check the copy of your application details. A preparation checklist does not replace the form.

4. Check whether another procedure applies

Certain self-employed people in healthcare, financial or legal services can apply digitally themselves through Justis. Not registered in the BRP and no Dutch postal address, or no fixed residence? Follow the separate non-resident procedure. For a visa/emigration without the organisation's signature, check the official conditions and attach evidence that the VOG was requested.

5. Plan without an expedited guarantee

Justis states that you receive a message within one to eight weeks; this does not promise that a VOG will be issued by then. There is no expedited procedure. Commercial intermediaries do not receive faster treatment and may charge extra. Agree with the recipient what happens if the VOG is unavailable before your intended start date.

6. Keep evidence and choose your next step

Keep your application confirmation and note the requested delivery date. The checked application page says you can contact Justis after six weeks without a message. An expired digital code requires the organisation to prepare the application again. For an intended refusal or refusal, use our separate guidance and check the letter's deadline. Do not share DigiD codes, BSN or criminal records here.

Does Juridisch Antwoord submit my VOG application?

No. The checklist helps you prepare; apply only through the official procedure. For an unclear letter, use the existing assistance request for your follow-up question. This is not an application to Justis and does not guarantee a certificate.
