Where do I claim unemployment after cross-border work, and when do I need PD U1?
What would you like help with?
Detailed explanation, checklist and sources
A fully unemployed frontier worker within the EU/EEA/Switzerland normally claims in the residence country; partial or temporary unemployment uses the work country. PD U1 proves insured periods, not a benefit application or guaranteed entitlement.

1. Your situation
Record residence, work and insurance countries, employer and travel pattern. UWV defines a frontier worker as travelling between residence and work countries at least weekly. Moving after unemployment is not automatically the same as already living across the border while employed.
2. Conditions
If resident in the Netherlands while working elsewhere in the EU/EEA or Switzerland, claim Dutch WW from UWV when fully unemployed. If resident abroad while working in the Netherlands, claim full-unemployment benefit in the residence country. The authority checks all other conditions.
3. Preparation
For partial or temporary unemployment, such as short-time working or frost interruption, frontier workers use the work-country route. With multiple jobs, uncertain residence or another treaty country, ask the competent authority to assess your situation; this rule does not itself award benefit.
4. Apply
For a foreign claim following Dutch insured work, request PD U1 from UWV. Apply from four weeks before employment ends; UWV states delivery after six to eight weeks. Also submit the benefit claim on time: waiting for PD U1 does not automatically suspend its deadline.
5. Decision
Use Mijn UWV with DigiD or recognised European eID. Have your BSN and last employer's address ready. Without DigiD/eID, download and print the official application form and post it to its stated address. UWV also provides German, English, French and Polish forms.
6. Next steps
For Dutch WW after foreign employment, request PD U1 from the previous work country's benefit authority instead. Authorities can also exchange data directly. Keep contracts, pay/end-date records, applications and form; check insured periods and report errors. PD U1 is not permission to export existing WW for jobseeking.
Does PD U1 let me take Dutch WW abroad immediately?
No. It proves insured employment periods for assessment. It is not authorisation to export an existing WW benefit.
