Repaying allowances: objection or a payment arrangement?
What would you like help with?
Detailed explanation, checklist and sources
Do you have to repay housing allowance, healthcare allowance, childcare allowance or child budget? First check whether the calculation is correct. A substantively incorrect decision requires a different response than an amount you cannot pay. This explanation concerns Dutch allowances from Dienst Toeslagen, not a UWV supplement.

1. Check the decision and the year
Compare the calculation with the information for the relevant allowance year. Consider income, an allowance partner and the information that applies to your allowance, such as rent or childcare. Check which decision you received: an advance, final calculation or letter about repayment. Keep the underlying information and previous corrections.
2. Respond to a substantive error
Explain specifically which information or calculation you believe is incorrect and attach evidence. For an objection against a recovery letter or final calculation, the deadline is six weeks after the date of the decision. Use the designated objection route and keep proof of sending. Merely calling, requesting a payment arrangement or changing information for another year does not replace this objection.
3. Check whether you receive a deferral of payment
After an objection, Dienst Toeslagen usually grants a deferral of payment, but not always. The official explanation mentions exceptions, such as where you provided incorrect information or received a fine. Therefore, check your own payment notice. If your objection is rejected or only partly upheld, payment with interest may still follow. Do not assume you do not have to pay without confirmation.
4. Choose a standard payment arrangement if appropriate
If the claim is correct but you cannot pay it all at once, you can generally repay it within a maximum of 24 months. The monthly amount and first payment date are stated in the letter. By transferring that first amount in time, the arrangement starts automatically; then pay on time. Interest is charged. If the letter is older, for example after an objection, contact them about the appropriate arrangement.
5. Request an individual arrangement if you have too little left
If you cannot afford even the standard instalments, apply for a personal payment arrangement. Dienst Toeslagen assesses the income, assets, expenses and debts of you and any allowance partner. Use the current official application route; applying together with your partner is currently only possible by post using the form. According to Dienst Toeslagen, you do not have to repay allowances while that application is being processed. Keep the acknowledgement of receipt and check the conditions in the decision.
6. Prepare support and the next step
A personal arrangement is not an automatic waiver and does not correct the calculation. If you have multiple debts, contact the municipality or a support provider in time. Use the checklist to organise your decision, objection and payment arrangements separately. Our own help request is available to assess your question, but does not submit an objection or payment arrangement. Follow the indicated appeal route if a decision is made on your objection.
Why must I repay healthcare benefit?
In Mijn toeslagen, check whether your actual annual income, your benefits partner’s income or your assets differ from the earlier calculation. Compare the final calculation with the last advance decision for the same benefit year. Record each difference, year and supporting document; changing this year’s income alone does not correct an older decision.
Prepare these records for a personal payment plan
List income, assets, regular expenses and debts, including those of any benefits partner. Have recent bank statements, pay or benefit records, rent or mortgage costs, healthcare premiums and debt letters ready. For a help appointment, Dienst Toeslagen lists the last three months’ bank statements; follow the specific form instructions for your application.
Applying with a toeslagpartner
Provide your partner’s details and use your own DigiD. Do you each have a repayment demand? Submit one joint PDF application, or a separate online application each.
Your home or other assets
For assets that are difficult to sell, such as your home, a plan of up to 72 months may be possible. This is not an automatic entitlement. A second home, second car or boat must be used towards payment. Follow your decision’s conditions.
Use the correct official route
Check calculations and details in Mijn toeslagen. Apply for a personal payment plan through the official forms page.

Frequently asked questions
Do I need to lodge an objection because I cannot pay?
If affordability is the only problem, request a payment arrangement. If the calculation is also incorrect, also follow the substantive objection route in time.
Do I always get a deferral if I lodge an objection?
No. Usually you do, but Dienst Toeslagen mentions exceptions. Check your own payment notice and do not assume an automatic deferral.
Can a lower monthly amount be agreed?
Possibly through a personal payment arrangement. The decision depends on your financial situation and that of any allowance partner.
