Detailed explanation, checklist and sources

For a passenger car, Dutch fact code R602 carries a €320 fine in 2026, excluding administration costs. Check the vehicle type, fact code and letter type before deciding whether an appeal fits your situation.

On this page

1. Check the code, vehicle and amount

Fact code R602 concerns not stopping at a red three-colour traffic light. The 2026 amount is €320 for a passenger car, excluding administration costs. Other vehicle types and other signals can have different codes and amounts, so compare the description, vehicle, place, date and time with the letter.

2. Examine the observation and your evidence

The official facts booklet says the record should address matters such as the number of seconds the light was red, the distance to the stop line, any increase in speed, the method of observation and whether the relevant signal worked. Check the available photo and case documents. Explain a concrete discrepancy or exceptional situation and attach supporting evidence; simply saying that you did not see the light is usually not enough.

3. Follow the procedure shown on the letter

A CJIB letter marked M follows the Mulder procedure. Appeal to the public prosecutor by the deadline on the letter, online or in writing, and keep proof of submission. You do not pay during this first appeal. If it is rejected, a separate appeal to the subdistrict court may follow within six weeks; security for the fine is generally required at that stage.
